A softer cover ball makes a huge bit of difference. Most balls have a low compression now, but make sure it has a soft cover as well. Both other posters are correct by saying that a more lofted club will help, as well as hitting down on the ball.
The main thing that you need to focus on is hitting the ball first. If you hit the ball first, you will create backspin.
If you are trying to stop the ball on short approach shots, just keep practicing hitting the ball first. If you are trying to back the ball up from the fairway, how many times do you land the ball behind the flag?
